| Guards, inmates a volatile dynamic
He believed that inmates are going to get out some day, and you've got to give them programs to prepare them for when they get out," Flaherty said. "He was progressive, and I wanted to be like that." Instead, what Flaherty found at Walpole, he said, was a bureaucracy that crushed idealism and muzzled dissent. Officers who cozied up to top prison officials enjoyed choice job assignments and got away with abusing inmates and staff, he said. Those without influential benefactors struggled for years to get off the night shift. "We used to call it the Department of Corruption and Favoritism," he said. Picard joined the Department of Correction in 1987 after working about a year as a part-time Bellingham police officer. He was ultimately promoted to captain, a job in which he oversaw about 20 officers.
AG Brown: East Palo Alto 'Murder Capital' No More
EAST PALO ALTO, Calif. -- California Attorney General Jerry Brown visited East Palo Alto Tuesday to tout a recent local and state effort to crack down on violence in the city once dubbed the murder capital of the United States. Following an outbreak of violence that police say resulted in six homicides and 67 firearm assaults between November and January, a nine-month combined effort began between community members, police and the state Department of Justice. Critics: Too Early To Call EPA Crime Crackdown A Success The program, Project Safe Neighborhood, was aimed at curbing drug trafficking and gang violence in East Palo Alto. .
Karachians up in arms
To arm or disarm? is the question confronting some well-meaning security-conscious members of our society. It seems that my childhood fantasies will soon come true and I can now don a cowboy hat and strap on a double holster with two guns and act out the role of Wild Bill Hickok, Buffalo Bill Cody or the Lone Ranger sans Tonto. Better still, I can now brandish a Magnum like Dirty Harry and tell my detractors Go ahead make my day with complete impunity and within the purview of the law. My grapevine tells me that a group of elite citizens of our city, along with members of the civil society (which makes me question: how civil is our society?) has approached the home secretary and stressed upon him that in view of the forthcoming elections and the prevailing law and order situation, the local government should allow people to apply for gun licences to enable them to protect themselves.

Thacker, who made the game-winning layup with two seconds left in a state semifinal victory over Aliceville, sank the 3 from the left corner.I dont know how she did it with the girl in her face, but she got the ball off from the corner and tied the ballgame, he said.
They're off!
The good news is that most of the familiar names will be back in the sulky tonight as the 2008 standardbred racing season opens at Northlands Park. If you're looking for bad news, consider the fact that veteran Bill Davis, Dave Hudon and others who make an annual trek from British Columbia will arrive a little later than usual this year. "We'll have a lot of young horses, especially early in the year," racing secretary Al Bott said yesterday. "About 275 horses have qualified so far. That's down a bit from last spring." One of the late arrivals will be Trust the Artist, who won the Western Canada Pacing Derby with Kelly Hoerdt in the bike last year. The speedster equalled a track record of 1:51 4/5 at Fraser Downs in Vancouver last week. "In a 12-race card, there were more than 20 horses from Alberta," Bott said.
